Indian Trail Improvement District (ITID) – Independent Special District
ITID will remain independent of the proposed municipality and will exist strictly for drainage. Most of ITID’s assets will be turned over to the municipality as the municipality takes over the functions of ITID ie. parks, most roads, buildings, equipment except that which ITID will continue to need.
ITID will continue to be responsible for the drainage infrastructure. Their assessments will be reduced, we estimate based on discussions with ITID staff, by approximately 66-75% based on today’s drainage and infrastructure services provided.
It is not our preference that ITID remain independent, however, last year during the local delegation did not support the proposal to make it dependent mainly because there are overlapping boundaries with the Town of Royal Palm Beach, that could not be removed at this time due to a bond for Madison Green that will mature in 2031. At that time, there can be a referendum on making ITID dependent on the municipality or to dissolve it all together.
ITID and the Village of Loxahatchee will have interlocal agreements to address the assets for services that will be taken over by the municipality as set out in the feasibility study, leasing of space to co-exist with the municipality so that additional buildings will not be required, possible sharing of resources that may be needed by both entities, etc. These agreements are not unusual and would be completed according to Florida Statutes. If we were to incorporate, would the current Units remain? Would each unit no longer be assessed for road repairs within their unit?
The current draft charter anticipates Indian Trail continuing as an independent district. So yes, the Units will remain. However, through an interlocal agreement with Indian Trail and the municipality, many of the functions such as parks and the majority of road easements should move under the municipality. Indian Trail would then primarily be responsible for maintenance of drainage reducing their assessments to approximately 1/3 to 1/4.
